Abstract. The search for effective and efficient management is one of the priority tasks of public authorities and the health care system. The mechanism of complex assessment and the analysis of effectiveness and efficiency of activity of primary medical care at oncological diseases in the territory of the municipality is presented on the example of the Republic of Tatarstan for the purpose of the subsequent management decision making.

Abstract. The problem of attracting of young specialists in healthcare institutions in rural areas of Nizhny Novgorod region is solved by the implementation of various programmes for socio-economic encouragement. The aim of the study was to identify the most important factors, according to physicians participating in the programs, influencing to the planning of their professional activities. The study was based on observation of the young physicians participating in the programs. It was revealed that the decisive factor in career planning of young specialist in favor of rural healthcare was purely economic motivation.

Abstract. The large scale study of prevalence and degree of occupational burnout of nursing personnel has been made at the example of Tomsk region. MBI Burnout Inventory (Maslach Burnout Inventory) was used for burnout detection. 2 486 people from nursing personnel were involved in the study (1 807 people in the city or 72,7%, 679 persons in the rural area or 27,3%). The degree of occupational burnout among the nursing personnel in the Tomsk region was defined as high. Less than 1% of the respondents had no burnout, and 14% had a low burnout rate. Every fifth respondent scored average, and one in three had high or extremely high burnout. Occupational burnout of nursing personnel in the Tomsk region is manifested by cynicism and negativism towards patients at the average professional accomplishment scores.

Abstract. The analysis of healthcare institutions’activity shows that the processes are substantially simpler (in structure as well as in the set of works comprising a process) than those in other industries. It is possible to use simpler mathematics and software frameworks instead of the costly ones based CASE in order to develop the information system in implementing the process model of management. The article describes one of the ways of development of information system in healthcare institution.

Abstract. The work presents the effectiveness of the integrated model of disability prevention and medical and social rehabilitation of disabled people due to diabetes mellitus (DM) among the adult population of Novokuznetsk. Methods of system analysis, socio-hygienic, and statistical were used. It was found that the level of general morbidity of diabetes increased from 18,5 to 23,6 per 1000 adult people from 2004 to 2008. The level of general disability is 12,2±1,1 per 10 thousand of the population. The need of disabled people for rehabilitation has been identified. A model for the prevention of disability and rehabilitation of disabled people has been introduced. The decrease in the level of general disability from 13,7 in 2008 to 7,3 in 2015 was the result. The obtained data were used in the development of individual rehabilitation programs for disabled people and training of specialists. The model has shown its effectiveness and relevance for other regions.

Abstract. Efficient achievement of goals is impossible by healthcare institution during the conditions of the rapidly changing internal and external environment without the information system with the management module. It is known that all management tasks can be divided. The tactical management tasks have the purpose of achievement of foreseeable and clearly formulated goal. The others have the purpose to describe the future state of healthcare institution (in certain time), supposing that the external environment will have certain parameters in specified time. The main method of solving tactical tasks is the information system implementing the process model of management. The main method of solving strategic tasks is the method of mathematical (computer) modelling.
