Abstract. The aim of the study was a comparative assessment of health outcomes among citizens, conscripts and citizens entering military service on voluntary basis (by contract). It was found that indicator of fitness for military service was increased from 66,63% in 2006 to 74,38% in 2015 in the Orenburg region during the ten years under study. At the same time, the number of citizens between 18 years old and 27 years old fit for military service due to health has decreased from 25 222 people in 2006 to 14 836 people in 2015. In general, the reduction in the number of recruits has been seen to 49,1% over the past ten years. A similar situation was observed in other regions of the Russian Federation. 61 237 people were called out for military service during the period of 2006—2015 in the Orenburg region. 39,16% of A» category (fit for military service) and 60,84% of «B» category (fit for military service with minor restrictions) were behind them. 10 740 people were recognized fit for military service for health under the contract (77,76% of «A» category and 22,24% of «B» category).

MODERN CHARACTERISTIC OF ANTHROPOMETRICAL INDICATORS OF STUDENTS OF AZERBAIJAN STATE MARINE ACADEMY

Abstract. The article shows the study results of anthropometrical indicators of students of Azerbaijan State Marine Academy (ASMA). Anthropometrical researches were conducted during preventive examinations of students of ASMA (98 first-year students and 76 students of the fourth year). Anthropometrical measurements were taken by a standard technique. The prevailing most of students [(69,4±4,66)% of the first year, (42,1± 5,66)% of the fourth year] had an index of body weight within norm (&lt;25,0 kg/m²). The excess body weight (≥25,0 kg/m²) was noted at (29,6±4,61)% of students of the first year and at (57,9±5,66)% of students of the fourth year. The number of persons with excess body weight was increased up to two times (р<0,05) among students in the course of study within four years. Abdominal obesity (a circle of waist ?102 cm) was observed at (11,2±3,19)% of first-year students. Abdominal obesity was revealed significantly more often [(30,3±5,27)%; р<0,01] among students of the fourth year. As a result, anthropometrical indicators of students of the Azerbaijan State Marine Academy significantly change during education, generally with positive tendencies except for body weight index. The frequency of excess body weight increases twice and the frequency of abdominal obesity increases up to 3 times at students of the fourth year in comparison with first-year students.

Abstract. The working conditions and the specific features of the formation of chronic non-communicable diseases were examined at repairmen. During the study, the authors accepted the hypothesis that working conditions affected the prevalence of individual types of chronic non-communicable diseases of repairmen: diseases of the musculoskeletal system, circulatory system, respiratory system and digestive system. Developed medical and preventive recommendations aimed at preserving and improving the health of workers disability.

Abstract. The subject of the research were regional medical and economic standards (MES), applied to patients after solid organs transplantation (liver or kidney). The dynamics of indicators of renal and hepatic function was studied during the observation period using statistical data, obtained from outpatients’ cards of patients with transplanted organs. This dynamics allows to make conclusions on the adequacy of the provided volume of services to one patient or the entire population. The suggestions about possible modifications of the MES structure will allow to build logical and clinically reasonable neural network and treatment plan for each patient individually, without departing from the requirements of the standard. The developed approach can be applied in the future to various MES, not only in the field of transplanted organs.

Abstract. The article presents the evaluation of effectiveness of the events for solving problems of industrial injuries in Russia on the base of analysis of statistical and scientific data. The effectiveness of implementation of program-target method for resolving this problem is studied.Monitoring of realisation of state policy in the field of prevention of industrial accidents and occupational diseases shows the necessity of development of regional legal and regulatory framework of labor protection, continuous training of workers on labour protection on the basis of modern technologies of training, information provision and the promotion of labour protection, as well as improving preventive and curative care for the working population. It is necessary to improve the regulatory framework and strengthen the role of the state in this matter despite the positive trend, showing the validity of the application of program-target method for the prevention of occupational injuries in Russia.

Abstract. The aim of the study was the optimization of the private medical institution’s work by regulation and entering a new medical service and the development of system-indicators for job evaluation. It is shown that it is more reasonable to carry out the efficiency evaluation of implementation of new service (technology) from the point of view of possible payback in the future for private clinic. At the same time it is necessary not only to analyze financial results, but also to trace the situation in the market, including behavior of patients (change of their quality requirements of rendering services, to the service level), to monitor the personnel work in the clinic.

Abstract. The survey of 52 respondents according to special questionnaire has been made for the study of modern aspects of transfusion of blood components in healthcare institutions of the Orenburg region. It was found that this category of health workers differ by the presence of the certificate with specialization «Transfusion medicine», experience and other characteristics according to the received data. The differences in the volumes of used plasma and red blood cell-containing blood components in the studied healthcare institutions were established. The peculiarities of the organization of transfusion care to patients and interaction with SBHI «Orenburg Regional Clinical Blood Transfusion Station» were determined.

NEED OF HEALTHCARE INSTITUTIONS AT EMERGENCY SITUATIONS IN CHEMICAL SITES

Abstract. The big number of the people, working at chemical industry, living near these enterprises can be in danger of damage and different emergency situations, including the terrorist acts. The presence of the risk factors of industrial catastrophes determines the necessity of healthcare system’s analyses on the territory of Tatarstan Republic taking into account of the value and structures of the casualties during emergency situations of the chemical nature.

DETERMINATION OF THE NEED FOR THE THIRD STAGE OF MEDICAL REHABILITATION AT THE LEVEL OF RF SUBJECT

Аbstract. The in-depth analysis of the morbidity level in classes and sectional profiles formed the scientific basis for the planning of medical rehabilitation and justification of volume indicators based on the stages and levels of its rendering. This is the actual direction of improving of regional programs of medical rehabilitation’s development. The study identified the need of the population in the third stage of medical rehabilitation in the conditions of day hospital. This need is measured in terms of the average number of completed cases of medical rehabilitation by disease category. The greatest need for rehabilitation care is identified in the class of diseases of the circulatory system, followed by diseases of the respiratory system and diseases of the musculoskeletal system and connective tissue. The results form the basis for the justification of network of healthcare institutions and indicators of financial support in the framework of territorial planning.

HEALTHCARE QUALITY MANAGEMENT AT CHILDREN WITH MENTAL AND BEHAVIORAL DISORDERS

Abstract. The article presents the review over the last 10 years regarding healthcare quality at children with mental disorders. The scientific results from the articles, meta-analytic review of randomized controlled foreign studies, dissertations and legislation acts were used. Theoretical and practical issues of ensuring the quality of mental health care are discussed. Quality improvement in medical services in children psychiatry is linked with recognition of the family role in the prevention of mental disorders and with conversion of the model of paternalistic psychiatric institutions to cooperation with the parents. The barriers for providing qualitative care are discussed. It was reported about the lack of domestic studies on quality insurance in medical care.

LIFE AND HEALTH QUALITY ASSESSMENT UNDER THE MEDICAL, SOCIAL, SANITARY AND HYGIENIC EMPLOYMENT TERMS AND FOOD OF THE CONVICTS SERVING THE SENTENCE IN CORRECTIONAL COLONIES IN THE TERRITORY OF TATARSTAN REPUBLIC

Abstract. The purpose of the study was the life and health quality assessment of the convicts serving the sentence in correctional colonies in the territory of Tatarstan Republic (Russia) under the medical, social, sanitary and hygienic employment terms and food. Relevance of the study is connected with the fact that restriction or full loss of freedom is a psychophysical factor of stress and of life quality loss. Quantitatively measured indicative indicators were worked out for integrated measurement. The block of the factors exerting the strongest impact on life and health quality of convicts was created on the basis of these indicators. Values of indicative indicators were measured by earlier approved criteria. The sum of indicative indicators of life quality among convicts has made 29,2. The complex indicator of life quality of convicts was estimated as «satisfactory». A number of indicative indicators was extremely low. As conclusion we can say that the increase of satisfaction of convicts with sanitary and hygienic employment terms, food and health care allows to reduce the intensity arising in some cases between administration of colony and convicts and also to socialize convicts, to keep their mental and physical health.

Abstract. The purpose of the work was the microbiological research in the healthcare institutions of features of the epidemiological and microbiological characteristic of the air contamination. Epidemiological characteristics of the dynamics of identification of samples inappropriate by sanitary and hygienic standards under microbiological indicators had been given on the basis of this data. The main features of the air contamination in hospitals and healthcare institutions have been detected during the monitoring and oversight activities. These researches testify the need of development of additional events for decrease the general microbic impurity of air in hospitals and healthcare institutions during the periods of the maximum risk of developing of the intrahospital infections connected with the aerogenic transfer mechanism.
