Abstract. The results of the research in Orenburg region have shown that the number of conscript serviceman of many rural
territories has been increased in spite of total decrease of conscription resource. There is a considerable increase of fitness for
military service among pre-conscription young man due to improvement of health-related therapy during the research period.
Main condition, became the reason of military service exemption, have been determined. The main efforts of health and leisure institutions of different levels will be directed to preventive measures and rehabilitation of conscript serviceman. Annual level
determination of physical proficiency of people of conscriptional age contributes the activation of cultural and sport work with
rural young men. Adequate managerial decisions of authorities will facilitate manning the army by physically strong and healthy
conscripts from Orenburg region.

Abstract. Comparative analysis of complex medical examination of persons of pre-conscription age has been executed. The
study involved 1088 students (736 boys of 10—14 years old and 352 boys of 15—17 years old). As they get older the number
of healthy young men decreases with growing up, the morbidity and the prevalence of diseases of the musculoskeletal system
and connective tissue increase, the number of adolescents with disharmonious physical development and retarded sexual
development expand too. During the initial military registration 42,9% of boys were found available for military service (category
A and B). 42,7% of boys were temporarily unavailable for military service (category D). The most evident negative health effect of
adolescents provides a number of medical and social factors. This necessitates the development of interdepartmental system of
adolescent health departments based on health and social care institutions and medical centers of health promotion in educational
institutions.

Abstract. The goal of the work is the estimation of special characteristics of diabetes prevalence in industrial city as Sumgait
in the modern stage of economic development. Prevalence of diabetes in age and sexual groups has been studied. It had been
established that the prevalence of diabetes among the population of the typical industrial city in Post-Soviet conditions of economic
revival had the expressed characteristics. The young generation of Sumgait population suffers less from diabetes then elderly
people. The age as the most significant risk factor of diabetes development has strong correlation with level of prevalence of this
pathology which is described by linear (R2=0,8572) and polynomial equation of regression (R2=0,9794).

Abstract. The goal of the work is verifying possibility of application of Kaplan—Meyer method for assessment of pregnancy
prolongation up to normal term. Criteria of inclusion in researches were: carrying out of ultrasonic research in the term of pregnancy
of 21—22 weeks with a full-fledged fetometric assessment of condition of fetus; second childbirth; one-fetal pregnancy. The object
of research included 200 pregnant women, who were divided on 3 groups according to fetus body weight with gestation terms
of 21—22 weeks. The I-st group, included those, whose fetuses had weight less than 10 centiles (SGA-Small Gestational Age
group). The II-d group, included those, whose fetuses had weight in the range of the 10—90 centiles (SGA-Small Gestational Age
group). The III-d group, included those, whose fetuses had weight more the 90 centiles (group-LGA — large gestational age).
The Pregnancy Prolongation PP (t) (a probability of its reduction more t of weeks from the moment of the prenatal care) was
defined by Kaplan—Meyer’s moment method.
At pregnancies from the low mass of fetus (SGA) at 21—22 week gestational age cases of premature interruption of pregnancy
were observed in 23—24, 25—26, 27—28 and the next weeks. PP for all term of prenatal care decreased from 1 (100%) to 0,421
(42,1%). Urgent childbirth (39—40 weeks of gestation) was noted at 16 from 38 observed pregnant women. 95% of confidence
interval (CI) PP in 19—28 weeks of gestation was almost identical (0,52—1,0), essential changes of CI 95% differed in 33—34
(0,36—0,80), 35—36 (0,29—0,65) and 37—38 (0,26—0,58) weeks of gestation.
Childbirth was generally urgent (39—40 weeks) at pregnancies from the normal mass of fetus (AGA) at 21—22 weeks
gestational age. PP to the beginning of 33—34, 35—36, 37—38 week terms of gestation constituted 0,992±0,30, 0,977±0,29

Abstract. Considerable quantity of people working in places of the chemical industry, living in immediate proximity to these
enterprises, can undergo to the considerable risk in accident conditions and different emergency situations including the acts of
terrorism. Mass destructions of people can appear in settlements, in city or city districts. Risk factors of industrial accidents on
economic entities using dangerous chemical substances in the technological processes, possible mechanisms of their development
with making up size and structure of sanitary losses, put forward necessity of the complete analysis of possibilities of public health
services in administrative territories on medical aid rendering to people injured in emergency situations of the chemical origin.

Abstract. The article presents the organization of scientific and practical activities in Federal Budget Institution of Healthcare
in the example of Tatarstan Republic. Timeliness of the topic and the existing federal jurisdictional regulations were the basis for
the organization of scientific and practical activities. The comparative analysis of participation of employees in the federal scientific
and practical activities and scientific papers published in 2012 and 2013 revealed an increase of both more than 2 times. The
obtained results of the organization of practical activities in 2013 confirm the need for further improvement of this sector in Federal
Budget Institution of Healthcare «Hygiene and Epidemiology Center in Tatarstan Republic (Tatarstan)».

Abstract. The article reflects the data concerning staff resources of logistic support in different medical institutions of Sverdlovsk
region. It was observed that the hospital facilities units of big cities are characterized by low staffing level. Significant increase of
activities’ volumes concerning purchasing of resources based on public sales and requests for quotation was noted, that provided
the increase of financial saving.

Abstract. Medical care is complex of events directed to protection and (or) health resumption. The work describes the process
of health care quality management, organization, motivation of internal quality control in Chuvash Republic in order to guarantee
the rights of citizens to receive medical care of required volume and of quality in accordance with the standards of medical care,
patients’ routing of the medical specialties, requirements for medical care in medical practice, considering modern development
of medicine and medical technology based on healthcare institutions. As information sources, the authors used orders of Health
Care Ministry of Russian Federation and Ministry of Health Care and Social Development of Chuvash Republic and statistical
reports of healthcare institutions. The article presents primary objectives of the internal quality control of medical services and
describes the mechanisms and stages of their implementation.

Abstract. The expert assessment was realized in order to explore parameters of healthcare quality on the inpatient and
outpatient stages of TB main course chemotherapy for women of reproductive age suffering from pulmonary tuberculosis in one
of the major TB institutions in Nizhny Novgorod region. The assessment was conducted retrospectively according to primary
medical records of 212 cases of completed treatment in 2013 in accordance with the medical records of inpatient and outpatient
patients on 3 levels. The examination of cases of medical care was conducted according to the QLDT procedure (quality level of
diagnosis and treatment) with quantitative assessment of cases of violation identified in branches, their structural units and the
institution in general with the identification of faults in diagnosis, during the diagnostic and therapeutic measures, assessing the
final result of medical care rendering, registration of primary medical records and expert work. «The expert assessment protocol of
medical care quality» has been used for assessment of medical care quality common for both inpatient and outpatient departments.
Inspection of the health care quality for women in reproductive age suffering from active pulmonary tuberculosis showed that good outcome has been achieved in 65,5% of cases of medical care in the course of treatment, but the most quality work was noted in
outpatient departments. In most cases, the final clinical diagnosis was made in duly time according to the clinical and diagnostic
data and generally accepted clinical classification (ICD-10), diagnostic procedures were carried out in time in full measure with
the standards of care for TB patients both at outpatient and inpatient stages. Violations’ cases of the rights of patients were not
observed. The most of faults of medical care were observed in the process of primary medical records’ registration. One fourth of
all cases had ended with the treatment’s outcome «no change». Prescription of TB-drugs in invalid combination or unacceptable
dosage took place during inpatient treatment cases. Thus, the results of the expert examination showed the necessity of further
development on the need to adopt measures to optimize medical care quality in the institution (development of quality and efficiency
indicators of health care for certain categories of patients in the branches and their structural units).

Abstract. Health and working capacity of population are among the factors determining the national security. Opportunities
for development and education, professional and intellectual potential of society, the state of the army are connected with these
factors. Therefore, the nationwide problem is preventing of health deterioration of citizens and the intention to mend. One of the
priorities of the state policy is recognized the preservation and strengthening of the nation’s health through healthy lifestyle in
order to further socio-economic development of Russia. In this regard, health centers have been opened throughout Russia. The
main purpose of their creation is the improving of population’s competence in public health protection, creating of health culture,
increase of the health prestige and life quality, including formation of motivational attitudes to tobacco cessation, alcohol and
other risk factors for non-communicable diseases, keeping HLS.
