Abstract. The data of evaluation of the prevalence dynamics of CKD (chronic kidney disease) in Lenkoransky subtropical region of Azerbaijan are presented. Information about quantity of all patients with CKD was used for prevalence determining. Prevalence rate was changed within the interval from 69,2±9,3 (in 2006) till 162,5±13,8 (in 2015) per 1 million person during 2006—2015. Mortality rate changes within the interval from 29,4±5,9 till 38,7±6,8 for whole population, from 28,3±8,2 till 52,2±11,0 for male population per 1 million persons. Lenkoransky subtropical region of Azerbaijan has relatively high prevalence of CKD. CKD is 1,5 times more common among men in comparison with women.

Abstract. The data of comparative characteristics of the physical development of young pre-conscripts in administrative districts of Lenkoransky economic region have been presented. Observation was conducted by the method of continuous coverage. Basic anthropometric indicators were taken into consideration during the observation. Body mass of juniors changed within the large interval (39,2—80,7 kg in Astarinsky, 46,5—79,9 kg in Lenkoransky, 48,0—81,4 kg in Leriksky, 43,6—88,4 kg in Yardymlinsky, 43,4—88,5 kg in Massalinsky, 44,2—88,5 kg in Jalilabadsky regions). There is a significant difference in the average body weight and height, the prevalence of disharmony in the physical development of 15-yearold boys in administrative districts of Lenkoransky economic region.

Abstract. The research focuses on possible strategies of high risk in relation to modifiable risk factor of hypertension in young men with high-normal pressure in the conditions of the health center, as well as the prevention of risk factors of cardiovascular diseases in the inhabitants of the megapolis. The study data of the prevalence of risk factors of cardiorespiratory diseases in young men with high normal BP are presented in the conditions of health centre in the dynamics of correctional programs. Methods for primary prevention of hypertension in young men with high-normal pressure have been implemented in the conditions of the health center. Tobacco smoking in the group of active prevention has decreased in 19%, in the comparison group in 4,0%, drinking in 23% and in 5%, respectively, obesity in 13% and in 4% respectively. The identification and prevention of risk factors of arterial hypertension in young men with high-normal pressure in the conditions of the health center can successfully correct the detection rate of obesity, tobacco smoking and alcohol consumption.

Abstract. 101 mining workers were examined in the Republic of Bashkortostan with the purpose of the study of the prevalence and specificities of the clinical picture of early forms of cerebral disorders. All these workers were exposed to hazardous factors of the work environment. Early forms of cerebral ischemia were revealed in 10,9% of cases. Arterial hypertension was the cause of their development in 54,6% of cases. Electrophysiological changes were expressed in the hypertonus of arteriols and cerebral veins, high levels of diffuse nonspecific cortex activation, reduced linear velocity of blood flow.

Abstract. Studies of the health status of the rural population indicate the existing problems in the organization of primary health care. The economic substantiation of possible optimization scenarios of the organization of primary health care to the rural population on the basis of modeling of resource processes is presented. The model took into account four types of charge: the salary costs (with accruals); costs for the maintenance of stationary Primary Health Centers (costs for utilities and other costs associated with their activities); the costs for maintaining of mobile form of Primary Health Centers (Labor payment, transportation costs); expenses for leasing. The obtained results made the conclusion that the model with the mobile form of Primary Health Center. The efficiency increasing of healthcare resources will be able with the stage implementation in the Orenburg region.

THE MORBIDITY RATE OF GLAUCOMA AMONG THE POPULATION OF BAKU CITY

Abstract. Study data of the morbidity rate of glaucoma among population of Baku city depending on age and gender are presented in the article. The study was conducted by full coverage method on the basis of outpatient polyclinic institutions of Yasamal district of Baku with the population of 232 thousand persons. Women prevailed among patients with firstly diagnosed glaucoma (53,2%). Morbidity rate of glaucoma within the age group of 40—49 years old was (3,61±0,34)‰. Morbidity rate of glaucoma is (4,89±0,24)‰ among people of 40 years old and older. Morbidity rate of glaucoma increases depending on age, and statistically significant increase is being observed at the age 70 years and older.

Abstract. The purpose of the study was the evaluation of the dynamics of morbidity rate of diabetes mellitus type II among the population of Lenkoransky economical region of Azerbaijan Republic. The statistical unit was the firstly diagnosed case of DM II. Dynamics of DM II morbidity rate of population was assessed by the method of least squares, the main trend of the dynamics was expressed by the regression equation. Masalli was leading in DM II morbidity rate in 2012 and 2014, Astara — in 2013 and 2016, Lenkoran — in 2015.The common regularity of the dynamics of DM II morbidity rate of population is not revealed for all regions. The significant interregional differences in the morbidity rate, dynamics and volatility must be used as a criterion for the adequate allocation of healthcare resources.

Abstract. Tinnitus (ear noise) is an actual problem for the research, as it has wide prevalence in population and can significantly affect quality of life. This article presents historical perspective of the study of tinnitus, reflecting not only different views of scientists on nature of the disorder, but also the way of formation of such medical branch as otoneurology. It considers the role of neuronal and cochlear mechanisms of ear noise generation in interrelation, which is important for integrative approach for diagnosis of tinnitus and development of therapeutic and prophylactic measures.

Abstract. The possibilities of using of Lean-technology for improvement of the accessibility and quality of healthcare in outpatient practice, optimization of medical-diagnostic process in the outpatient unit of General hospital are described in the article. The realization of these tasks is possible at the quality improvement of medical services provided bythe outpatient department of SBHI «Municipal Clinical Hospital № 2» (Novosibirsk) and reducing the time of medical and diagnostic services to the population. Introduction of Lean-technology into the practice of outpatient department of the multidisciplinary clinic of SBHI «Municipal Clinical Hospital № 2» has been shown. Thanks to the introduction of Lean-technology it was possible to achieve the improvement of the quality and availability of healthcare in the form of reduction in the time spent on one patient during medical examinations and other manipulations. Lean-technologies allow the quality improvement of medical services provided by out-patient clinic department, the reducing of the time costs for rendering medical-diagnostic services to the population. There is a high percentage of the effectiveness of the function of a physician’s post (267%).

Abstract. The article presents the study data of the effectiveness of Regional Clinical Dietology Center on the basis of Health Center of Municipal Clinical Hospital № 2 in Novosibirsk. The results of the Center’s work for the 3-year period have been analyzed, the structure of the Center’s functioning has been described. The main effectiveness indicators include: the increase of Center’s traffic in 35% and the number of revisits in 10%. The increase in indicators of health improvement depending on nutritional factors was noted in 30% of cases in 2014, 32% in 2015 and 36% in 2016. The proportion of patients who managed to reduce body weight to the target values was in average 23% for 3 years.

Abstract. Analysis data of re-examination effectiveness of healthcare quality assessment are presented. The study has analyzed the monitoring and expert activity of the territorial funds in Moscow, and 8 903 199 cases of medical care. The total number of detected defects and violations (primary/repeated) was 298 996 cases for 3 years, which is 26% of the total number of violations of the QMCP (quality of medical care provided) in the Russian Federation. At the same time, there were revealed 12 896 cases of violation of registration of medical documentation, which is 6,6% of the total number of violations in the Russian Federation. The analysis has shown the reduction in the number of defects in 2 times in 2015. The results of the study reveal the effectiveness of examinations of QMCP because they lead to the decrease of the number of defects. However, the number of primary violations is still high and continues to increase. The strategic solutions for reducing the defects in medical records in healthcare institutions have been presented.
